My only complaint is that this tool can't scale down large images. I use imagemagick for that.

target file size

If you simply need to get an image under a certain size, try the -S option. It takes a value in kilobytes.

target quality

The other main way to use the tool is with the quality option -m. Something over 90 tends to look good.
